No, but it would be illegal if you disturb The calls.Most commercial scanners can not interfere, but it is possible to a real police radio, which you can listen to both and talk.I wouldnt recommend it though receive unless you are enforcement.This in the law is also why they speak in code, so that most people understand the conversation anyway.
