The European Union (EU), which seemed to be a lucrative as well as a growing market for textile and apparel manufacturers in the country not be the same again. This is because the EU is considering the introduction of stricter legislation on chemicals and their safe use, many of which are used in garment printing and design.

Industry experts believe that the regulation that is proposed, would come into force from December 2011 low, the business of small and medium-sized textile and clothing companies impact in India. Import-export relations between the EU and India will also be significantly affected when the new law comes into force.

From 1 December 2011, it will mandatory for manufacturers and exporters to the European Chemicals Agency Agency (ECHA) to tell if their products contain any kind of dangerous element. This is in accordance with the provisions of the new regulation called name registration, evaluation, authorization and was followed by Chemicals (REACH). The primary objective behind this Law is to protect people and the environment from the harmful effects of hazardous chemicals.

Matter of concern for SME exporters

Dye and pigment manufacturers have plenty of reason for concern, as are their products that are considered potentially harmful, come under the scanner. In this context, Viral Trivedi, Manager Dyes Sales Corporation in Mumbai, says: â € œREACH regulation creates considerable confusion among the small and medium-sized dye-and pigment-exporters in the country since most of these producers are less well known how regulations.â €

It is feared that companies would not comply with the REACH Regulation would be severely punished. Rajesh Shah, MD of dye Meera Industries, a medium-sized manufacturers dye in Ahmedabad, comments, â € œThe government should immediately organize some awareness camps for the benefit of dye and pigment manufacturers in the country. Otherwise, many exporters will in turn pay fines as high as â, ¬ 75,000 per consignment.â €

According to the Apparel Export Promotion Council (AEPC), the cost of export to double following the implementation of the law, however, producers will to comply with the new requirement to take the big European market.
